LEARN Transportation Guidelines
Under current magnet school law, transportation to a LEARN Magnet School is the responsibility of the parent(s)/guardian(s) or of the home school district if it chooses to provide transportation. Students or parents should contact their local superintendent’s office to obtain information on transportation procedures.
1. All Kindergarten students must be met by a parent or a designated person (over the age of 18), on the students emergency card to be released at his/her bus. NO EXCEPTIONS.
2. Students should remain in vehicles with parents until bus arrives, and for safety reasons, parents are being asked to wait for the bus to depart before they leave.
3. Students must be on time; buses cannot wait for those who are late.
4. Before boarding the bus, students must keep a safe distance from it while it is in motion.
5. Students should practice social distancing while waiting for the bus and boarding the bus.
6. All students will be required to wear a face mask when getting on the bus, and all students will be required to wear the face mask the entire ride.
7. Students must obey the driver and be courteous. The driver is in full charge of the bus and students.
8. Students will enter the bus and go to the rear of the bus to load and work towards the front of the bus. When dropping off at schools or at stops, students will depart starting from the front of the bus and work back.
9. When on the bus, they must remain seated, and cannot change seats at any time.
10. Students must keep out of the driver's seat.
11. Unnecessary conversation with the driver is prohibited while the bus is in motion.
12. Talking should be at normal conversation tones.
13. Students may not extend head or arms out of the windows.
14. Students must not call out to passers-by.
15. Students may not leave the bus except at their regular designated bus stop or school, unless prior written approval is secured from the Magnet School Administration.
16. Students should help to keep the bus clean, sanitary, and orderly. They must not damage or abuse equipment.
17. Students are not permitted to smoke while on the bus. No eating or drinking on vehicles unless prior approval is obtained.
18. Students must not use profanity.
19. Students must not throw articles of any kind in, out, or around the bus.
20. Students are to conduct themselves while on the bus in such a way that it will not distract the driver from his/her job of driving.
21. Student cooperation is mandated during Emergency Evacuation Drills.
Riding the school bus is both a right and a privilege. A student who does not respect the rights of others and endangers his life and the lives of others will be suspended from riding.
For major discipline infractions or transportation safety (those that could result in physical harm to passengers or drivers or destruction of property, i.e., smoking, striking matches, improper opening of doors, throwing objects, fighting, etc.), bus riding privileges will be suspended on the first offense; charges for damages will be made and legal proceedings may be initiated. Second offenders face expulsion of bus privileges.
For minor discipline infractions (those not resulting in physical harm or destruction of property, i.e., failure to take seats or stay seated, loud noises, littering, etc.), pupils will be referred to the principal for appropriate disciplinary action.
Inclement Weather Transportation Information

Dear LEARN Families,
Magnet school transportation can be confusing – especially once we start dealing with winter weather! We want to make sure you are familiar with our winter weather transportation practices.
The following explains LEARN’s practices for transportation when schools are delayed or are closed due to weather or other emergencies. As a guiding principle, LEARN magnet schools typically follow the town in which they are located for decisions around delays, early releases, or closures due to weather. However, even if a LEARN magnet school is open, transportation may still be impacted.
STUDENTS WHO RIDE LEARN HUB BUSES (RMMS, MSMHS, TRMC):
- Students using “LEARN Hub Bus” transportation need to attend to both the LEARN delay/closing of an individual school as well as the delay/closing of the towns where their hub bus picks up and drops off students (which may be different than the district where a student resides).
- If a town on your hub bus route is delayed, the entire bus will be delayed by 2 hours. If a town on your hub bus route is dismissing early, the entire bus will dismiss early.
- If the town where you catch the hub bus is closed, the hub bus will not transport to your stop.
- If your hub bus is delayed, dismissing early, or cancelled but the magnet school is open as normal, you may elect to drive your students to/from school.

STUDENTS WHO RIDE TOWN-PROVIDED BUSES:
Town-provided bus transportation follows the town you live in.
- If your town is delayed, your bus will be delayed according to the town’s delay. If your town is dismissing early, your bus will pick your student up early according to your town’s early dismissal.
- If your town is closed, you will not have a bus provided.
- If your town is delayed, dismissing early, or cancelled but the magnet school is open as normal, you may choose to drive your student to/from school.
TRANSPORTATION EXAMPLES:
The following are some possible scenarios that may help you in understanding the transportation procedures.
- If the LEARN school is delayed, transportation will also be delayed, even if the district where the bus stop is located is on a regular time schedule.
- Example: If MSMHS is delayed but Waterford schools are open on time, transportation will pick up 2 hours later than usual due to the delay.
- If the LEARN school is open but the district in which the bus stop is located is closed due to weather conditions, the bus will not make stops in that district. However, parents may provide their own transportation.
- Example: If Norwich schools are closed but RMMS is open, students who are typically picked up at a Norwich hub stop will not have transportation on that day.
- If the LEARN school is delayed but the district in which the bus stop is located is closed due to weather conditions, the bus will not make stops in that district.
- Example: If Norwich is closed but RMMS is delayed 2 hours, there will not be transportation for Norwich students. However, parents may provide their own transportation.
- If one or more school districts on a LEARN hub bus route are delayed or are dismissing early due to weather conditions, that entire hub bus will be delayed or will dismiss early - even if the magnet school is not delayed or closing early.
- Example: If Norwich has a delay or closes early but RMMS does not, all students on buses that go to Norwich would follow the delay or the early dismissal time. Norwich families could elect to drive their student in on time or pick up at normal dismissal time.
